What is Hamass hoping to gain by firing missiles from civilian locations?

They are trying to draw Israeli fire into civilian areas. That way it looks like Israel is targeting civilians. Its a ruthless, illegal tactics, that the Pro-Fakestinians all over the world fall for way too often.
