Is it normal for 30 year old man to like 14 year old girl ?

My brother is 30 and he likes a 14 year old girl (who's a model and looks 18) ... they talk on facebook all the time but they didn't meet yet ... he's not planning to meet her but he says she's way too mature and he wishes she were older .... she seems to be liking him too ... is it normal or is Lolita all over again ??
