Does a manager have to change the carpet?

I have lived in my apartment for about 6 years now. when we inquired about the apartment we were told the carpets were new, they were very clean upon moving in but after a couple of month we began noticing spots come up, and the seams were starting to pull apart and away from the wall. I was later told that the old manager skipped steps when he had things done. I have had an estimate done on how much it would cost to repair it since we can't get anywhere with the new managers and we were told that it couldn't be fixed because it would cause more damage. How do I go about having them replace this carpet, the seams have separated so bad that people have actually tripped because the carpet is now starting to come up. How can I go about this without having to go to court? do I get more estimates to proof the shape the carpet is in and how old the carpet actually is cause we were told that there is no way the carpets were new idf we have only been here for 6 years.
